Building Requirements General Reminders Building Contacts
The following checklist items are requirements per the Pine Forest
Owners Association Covenants(C,C&R's) and additional requirements approved by the Pine Forest
Owners Association Board.
The associated C,C&R is listed in parenthesis at the end of each checklist item.
Please consult your copy of the covenants for the full text. Additions based on board decisions
are indicated by the date (month/year) of the decision being incorporated.
Please submit this checklist along with your plot plan and architectural plan at least 30-days
prior to your planned construction start date to the current Architectural Committee.
The committee requirements of the architectural design shall apply only to the exterior
appearance of said improvements with emphasis on exterior elevation and materials
(per II.h of the C,C&R'S).
The committee is responsible for reviewing for approval all planned lot improvements.
The committee is responsible for recording all approvals and disapproval's within 30-days of
submittal (per VI.b of the C,C&R's). Submittal of this checklist with all
required items provided will make it more likely only one approval cycle will be needed.
This list also provides separately some reminders and information which may be of use to you as
you plan to start construction of a residence or other improvement on your Pine Forest lot.
The list includes more recently added requirements and guidelines specific to water conservation.

Requirements
- Building plans, specifications, and plot plans shall be submitted for review by the
Architectural Committee in time to allow approval prior to start of construction including any
clearing. Construction shall not start until approval has been received from the Architectural
Committee. (II. h)
- The only permanent improvements shall be single-family residential structures, garage and a
barn (or stable and corral). Show the planned placement of each structure on the plot plan you
submit. Make sure the lot number is included on the plot plan. (II. a and
IV. a)
- The residence shall provide a minimum living floor area of 720 square feet, excluding
garages and accessory structures and shall have no more than two stories. The building plan
and specifications submitted should indicate the dimensions to ensure compliance. (II.

- Prior to starting construction, the property owner shall furnish to the Pine Forest Owners
Association (via Pine Forest Management Services) a refundable cash deposit in the amount of $2,000.00. (8/05)
- Prior to Water hook-up, a one-time water hook-up fee of $1500.00 (separate than the yearly
water assessment) shall be submitted to the Association through Pine Forest Management Services. All water hook-ups to the
Association Water System must be coordinated through Pine Forest Management Services.
Any unauthorized connections will immediately be removed by the Association.
(10/97 & 2/04) Water shutoffs in the interior of the home (not in crawl spaces) are
required at the time of construction. Pine Forest Management Services
will give you and your excavator a copy of the requirements for hooking into the Pine Forest
water system. (1/98) When building your home,
it will be a requirement to install a water meter at the service connection
(contact the Pine Forest Management Services for details). (2/04)
Swimming pools, hot tubs, spas, ornamental pools or other water containment structure
or appliance that are over 500 gallons will not be allowed. (2/04)
- The Architectural Committee is responsible for the approval of the architectural design
and the materials of the proposed improvements. These improvements must be in harmony with the
existing structures and the location with respect to topography and finished grade elevation.
For this purpose, the color and type of roofing materials and the color and type of exterior
siding shall be specified on the architectural plans submitted. Metal or other fire retardant
roofing in colors which blend into the surroundings is preferred. Suggested roofing colors
are shades of brown, gray, green, and dark red. For siding, colors which blend into the
surroundings are very important in maintaining a harmonious environment; therefore it is required that
specific color chips representing the colors intended for both siding and roofs are approved by the
Architectural Committee. If changes in color are not requested in writing and approved by the
Architectural Committee, the homeowner may lose the construction cash deposit. (II. h 05/06)
- All above-ground improvements except landscaping and necessary crossings by access drives,
bridges or paths shall be set back at least 30 feet in distance from the front and rear
boundaries and 20 feet from the side boundaries and in compliance with county requirements,
whichever is more restrictive. The plot plan submitted should provide the measurements of the
structure(s) exteriors relative to the lot boundaries and should indicate the location and
width of the driveway and other planned access improvements. Note setbacks are to be measured
from lot boundaries not from the street edge. (II. b) Exterior landscaping plans
should be submitted with your architectural plans and water consumption should be considered and
appropriately managed with water conserving drip systems. (2/04)
- Pine Forest common areas and easements as shown shall be reserved for pedestrian and
equestrian use only (versus for motor powered vehicles). Common areas and easements as shown
shall also be reserved for domestic water, sanitary sewer and power and telephone lines.
Greenbelt areas are not a portion of the lot but are owned in common by all lot owners.
No clearing or grading or use of motor vehicles in greenbelt areas is allowed without the
written consent of the Board. (II. d)
- Indicate if approval is being sought to use a recreational trailer or camper or similar
temporary shelter as a temporary residence during construction. Such use is subject to
approval from time to time by the Architectural Committee and shall only be allowed during
the construction period. ____ Yes ____ No (II. c)
- All residences must be completed within 18 months and must be on a permit basis.

- All changes to the property require approval of the Architectural Committee.
Any of the following types of changes whether part of construction of a structure or
independent of such construction require submittal of a plot plan indicating the planned
improvement: tree removal of trees over 3 inches in diameter, installation of utility
facilities, change of grade, including the building of driveways, stream bed, ground level
or drainage pattern and the clearing
or planting of shrubs or other vegetation, or the addition of irrigation.(2/04 )
Request for tree and shrub removal in the area
directly in the line of construction of a structure and driveway submitted with a
construction plot plan will be assumed. Clearing and minimal grading is encouraged to
retain the rustic and natural appearance of the community, reduce fire potential and
aid in forest health, and to reduce the areas in which noxious weeds grow more readily.

Reminders
Construction Debris
The community garbage dumpster is for household garbage only
and must not be used for construction debris. Make arrangements for the periodic removal
of construction debris from your lot.
Electrical Service
A transformer is required to install electrical service.
A single transformer may serve two adjacent lots. If you intend to share a transformer
already installed by a neighbor, please negotiate the cost of use of the transformer with
your neighbor. If there is no transformer currently in your lot's vicinity, one will need to
be installed by Okanogan Electric Co-op at your expense.
Water
In order to access the Pine Forest water system, you will need to have
a water line installed from the Pine Forest supply pipes in the road right-of-way to
your house site. To prevent pipes from freezing in winter months, it is recommended
that pipes be buried a minimum of five feet, preferably six feet. Costs vary depending
on distance and depth of water lines and piping materials (galvanized steel or plastic).
Consult Pine Forest Management Services (PFMS) or the Twisp/Winthrop
telephone directory for the names of excavating contractors.
Conditions for hooking up to Pine Forest Water System
All taps into Pine Forest water lines will be done with a Romack saddle for the
appropriate pipe size with a minimum of two bolts per saddle, unless excepted by Pine Forest
Management( 6/05 ).
All valves will be manufactured by Mueller Company and will be of one inch or
larger size.( 6/05 )
Service Lines (6/05)
Service lines to a home shall NOT exceed 1 ¼”.
Preferred Materials:
1” Class 200 Poly
Acceptable:
Type K Copper
Brass
NOT ALLOWED (05/06) - because of persistent corrosion problems:
Galvanized pipes or fittings
When working in the roadway, compact in 2 foot lifts and/or use a self-compacting material such
as 5/8” crushed fill.
Sand bedding is required and saddle types are dictated by soil conditions and pipe size. Check
with Pine Forest Management
Pine Forest manager is to receive a minimum of 48 hours notice from homeowner or contractor
prior to tying into water system. Pipe and Fittings must be visible and sand must be on site
at time of inspection.( 6/05 )
All work that connects into Pine Forest water system must be inspected prior to cover. The
valve should be located two to four feet from the drainage ditch nearest the home, or
five to ten feet if no ditch is present.
All pipe from saddle to shut-off valve will be IPS 200 class poly pipe, fusion fitting, or Brass
compression fitting with stainless stiffeners are acceptable. Pipe is to be
bedded in sand with a minimum of 6 inches of cover.
Water Conservation Guidelines as of February 2004
Pine Forest is situated in an uplands desert. As an Association, we are trying to be good
stewards of our scarce water resource. While having adequate water for domestic use, we are
asking for some conservation measures on your part.
General
- Exterior landscaping plans should be submitted with your architectural plans and water
consumption should be considered and appropriately managed with water conserving drip systems.
However, keep in mind that in the future, restrictions on the use of exterior water may be
instituted by the Board of Directors, based on available water. In any case, hardy, drought
resistant plants are the best choices.
- Instead of having green spaces around your home, mowing or weed “whacking” would be a
better choice.
- Concrete patios, walks and the use of gravel can protect from fire and do not require watering.
- Consider planning for “open space” around your home that will reduce the fire danger around
your home, i.e. removing stacked wood from near the buildings.
- Watering of any kind during peak periods such as Memorial Day, 4th of July, and Labor Day
holidays should be kept to a minimum.
- In designing your project, take into account your surroundings and please conserve water.
Home Design
In your new residences, efficient appliances along with low-flow showerheads and toilets are
best.
- Water shutoffs in the interior of the home (not in crawl spaces) are required at
the time of construction. Pine Forest Management Services will give you and your excavator a
copy of the requirements for hooking into the Pine Forest water system.
- When you leave for long periods (i.e., winter), also plan on draining toilets, water
heaters and sumps in drains if you do not plan on keeping adequate heat in the house. In this
winter climate, frozen water receptacles are one of the most common causes of flooding in
homes.
- Swimming pools, hot tubs, spas, ornamental pools or other water containment structure or
appliance that are over 500 gallons will not be allowed.
- Consider planning for "open space" around your home that will discourage the growth of fire
should that situation occur.
When building your home, it will be a requirement to install a water meter at the service
connection(contact Pine Forest Management Services manager,
Charle Segale for details).
Septic Systems
The design and cost of a septic system for your house will depend
on the permeability of the soils on your site and Okanogan County requirements.
Consult PFMS or the telephone directory for the names of septic system contractors.

Telephone service is available to most of Pine Forest via
CenturyTel. To request the hookups or to have service extended to lots which are not
currently connected to the phone system, please contact CenturyTel at 1-800-550-8110.
