News and Views from Pine Forest
Annual Winter Meeting
Date : January 1, 2005

We will be having our annual winter membership meeting on Saturday, January 1st. This is our
required meeting to discuss and vote on the Annual Operations Budget, a copy of which is
enclosed. We certainly hope that as many of you as possible can attend.

Our Water System
Recently our Manager, Charlie Segale became certified with the state as a Water System Manager.
This is no small accomplishment as the test is very rigorous and the knowledge and experience
necessary is considerable. This certification is both notable and at the same time necessary
for us to be able to qualify for the substantial loan we are seeking from the State revolving
fund for water system improvements. That approval is moving forward and we expect to have it in
hand by early Spring.
Legal Matters – Pine Forest vs. Hummingbird Heaven Hideaway
In 2003, Pine Forest challenged a ruling by the Okanogan County Commissioners that a
PUD application filed in 1992 by Mr. Harry Burkholder for a re-zone and development immediately
south of our property, called Hummingbird Heaven Hideaway; was vested under the previous zoning
laws, which would have allowed for 40 homes to be developed on 80 acres.
Earlier this year, the case was heard in Douglas County Superior Court and the decision was
in our favor and against the vesting. On October 20, the Washington State Court of Appeals
convened to hear an appeal by Mr. Burkholder of that decision. On Nov 16th, the Appeals Court
agreed that the previous decision in our favor, and against the vesting, would stand. Where
this matter goes from here is not clear, as Mr. Burkholder can still exercise his legal option
to appeal this decision to the Supreme Court of Washington.
Building Progress
During 2004, we had 3 new homes built in Pine Forest. In 2005, we expect at least 3 more.
During the year several new members have joined us while others have moved on. The general
real estate market is quite lively at this time, so we expect more of the same in the near

Please let us know when you are moving so that we can keep in touch in case of emergencies, etc.
PLEASE send us your e-mail address, so we can reach you in case of an emergency! Email is the
most efficient communication between Pine Forest and you. Your Email address will not be shared

Guest Parking
We have an area set aside for your guests to park that is especially helpful in the winter,
when not all vehicles can climb the hills. This area is on lower Summer Road and is signed so
that when you come into Pine Forest – you will see the signs and find the area easily.
Winter is coming
This is again a reminder for those who have homes here; please contact Charlie Segale
509-996-3685, if you are changing your plowing arrangement( i.e. not plowing in 2004-2005) or
if you are a new home owner and want your Private driveway plowed. For insurance purposes,
plowing the road to your home is recommended, but still optional. Your driveway is not part of
the Pine Forest road system and plowing is done on a contract basis.
