The Declaration of Covenants, Conditions and Restrictions ("Declaration" or "CC&Rs") for Pine Forest is a legally binding document that is officially recorded with Okanogan County. The CC&Rs include the rights and obligations of owners within the Pine Forest Owners Association and between the Association and its members. They are considered the “what” of the Association. The Bylaws are the procedures by which the Pine Forest Owners Association governs its business. The Bylaws deal with meetings, elections, voting, proxies, etc., and are considered the “how” of the Association. The Rules of Pine Forest Owners Association refer to policies and processes that need to be specified but are not covered in the CC&Rs or Bylaws. Rules describe PFOA architectural guidelines, processes of collections and enforcement, and policies governing new water system connections and connection repairs.
